The psalmist David is painting a wonderful picture that praise is waiting to be given to God in Jerusalem. He is speaking on behalf of the people, saying praise awaits you our God. The reference is to corporate worship. In other words, when the Lord comes to meet His people, He would be received with praise.
God’s people would gather together at Jerusalem to thank God for answering their prayers and give sacrifices in fulfilment of their vows. The practice of making vows or solemn promises to God deliberately and freely to perform some good work was a common practice among the ancient Israelites.
Ordinarily a vow consisted of a promise to offer a sacrifice, if God would give some assistance in a difficulty. There was no directive in the Law that people were obliged to make vows, but did specify where they were to be carried out (Deuteronomy 12:5-6). The Law also regulated and stressed their fulfilment (Ecclesiastes 5:1-5) since there was an evident tendency among the people to promise frequently, but lightly.
Vows made before God are to be taken seriously. Our baptism, our marriage are vows to God. Our association with God’s people is a vow. “A vow upkept will burn the conscience like a hot iron. Vows of service, of donation, of praise, or whatever they may be, are no trifles; and in the day of grateful praise they should, without fail, be fulfilled to the utmost of our power.” (Spurgeon).
